The sad fact is, as can be seen with controversial comments, its the users themselves who censor the content with the power to vote, effectively contributing to the problem. The confirmation bias is to strong in large communities to sustain a quality debate.

True enough. As long as ISPs are dumb pipes the internet will be free. People can always self host and use P2P. It gets easier every year. Nothing (good) will change about the gentrified privately owned spaces that involve concentrations of money and that's fine.

Filtering, yes, things like port 25 email. This has been done for ages. Censoring? I'm not sure what you mean. Could you provide an example or even just expand on what you mean by ISP censorship? I haven't seen that personally.
