There's going to be literally hundreds of millions of votes being tossed around for no good reason, per submission. Which is why I'm hoping that anon pow voting is going to be removed entirely in favor of signed pow voting + social voting.

Per user and Per session have the exact same problem.

Removing anon pow voting would just be us no longer pretending they carry any significance and removing this source of bandwidth waste. Of course, mass user creation + voting with those accounts would still be a thing, but that is just the initial phase until social voting comes in and solves that problem, whereas there is no next phase to anon voting it's just that, a bandwidth waste..

Actually I can think of one use for anon voting: stress testing the server until we get enough users to actually have that many votes going around at the same time.

The neat thing is the PoW voting acts like a gate, if we hit the limits of voting/scalability this could be addressed with something as simple as a voting difficulty rise; but I’d like to avoid this I think.
